Woburn-by-Bow South Public Consultation

Welcome to the public consultation for the development of a corner of South East Milton Keynes (SEMK). This is to the west of Woburn Sands.

This interactive website will guide you through the proposals and at the end ask you to complete a brief survey.

We are currently in the design phase. The thoughts of local residents will help us shape the final designs which will be submitted to Milton Keynes Council. Our plans include a large open, green buffer between SEMK Strategic Urban Extension (SUE) and Woburn Sands.

We are very interested to hear how you would shape this buffer.

This consultation closed on 17th July 2022. We will use the feedback provided in this consultation to influence future design decisions.

Context Setting, Local Plan & SPD

Milton Keynes Council has identified the SEMK SUE area for 3,000 new homes across 198 hectares of land in its adopted Plan MK. In January 2022, the Council adopted a Supplementary Planning Document (SPD) This sets out more detailed arrangements for how the site should be developed.

O&H Land have been carefully considering a planning application for this parcel of the wider SEMK SUE. This will deliver around 335 new homes on the eastern corner of the site. The application will look to create a permanent, green buffer between these new homes and Woburn Sands.

With new homes comes an increased pressure on local services. We will be helping the Council to address these through a planning agreement (section 106). In addition, many services such as new schools will be provided for in other sections of the wider SEMK, which this development will help to fund.

O&H currently own the land and are seeking to obtain outline planning permission. If approved, the land will then be sold to a housebuilder who will submit a detailed planning application to the Council. This will include house designs that will be modern, energy efficient and fit for the future.

The planning application will follow the guidelines set within Milton Keynes Council's strategic planning documents. This means the land use and layout will reflect what is in the SPD, and supporting information such as a flood risk assessment will be included as part of the application.

The Green Buffer

The application is in the eastern corner of the wider SEMK SUE. The plans create a permanent buffer between the existing homes of Woburn Sands and the wider SEMK area.

The built area will be limited to the western half of the site to ensure this buffer zone is substantial. The Council has set out this must be the case in its SPD, which it consulted on and approved earlier this year.

New planting will create a barrier between Woburn Sands and the community while keeping walking and cycling access. There is an opportunity to deliver sports pitches on part of the area, as required by the SPD. We would value your input on how this might be achieved and what sort of pitches would work best for Woburn Sands.

Woburn Sands Fishing Lake

The fishing lake is located within the boundaries of the application. We recognise that it is a valuable community asset for both anglers and walkers.

The application is a fantastic opportunity to improve this asset for everyone who uses it. Being outdoors has many benefits, and we want to preserve this space for existing and new residents alike.

We are proposing to provide a proper path along the south side of the lake that could be used safely in all seasons. We would like to hear your thoughts on this and what more could be done to improve the lake and its surroundings.

Connectivity

Designing a well-connected community is key to creating long term sustainability. We will carefully consider how the new community will link with the rest of Milton Keynes and Woburn Sands. This will ensure that people can stay healthy and active while avoiding creating a reliance on cars.

The proposals suggest a variety of locations for pedestrian and cycle access. These would provide links with communities and services on all sides of the site. This will reduce the need for residents to drive, decreasing congestion, while encouraging a healthier lifestyle.

Access

This planning application will sit alongside the development of the wider SEMK SUE. It will link with the future development planned of the adjacent sites.

To the north, future access across the East West railway will be created alongside improvements to the rail line. This will provide access to the proposed transport hub and potential new rail station to the north.

To the west, two vehicular connections will be provided into the wider SEMK SUE site. This will allow residents to access the local centre, schools, and shops proposed on other sections.

The site will link with Bow Brickhill Road to the south via a new roundabout. This will be the main access until further sections of the wider SEMK SUE have been developed.
