We are still in the design process, and the following sections set out what we would like to do, but this is not final. We now want help from local residents, businesses and stakeholders to give feedback on our ideas.

This consultation closed on Sunday 20th of February 2022. We will then use the feedback provided in this consultation to influence future design reviews.

The Planning Process


The proposals we want your views on are located to the south-east of Milton Keynes, north of Bow Brickhill and west of Woburn Sands as shown on the map within the red line boundary.

The proposals we want your views on are located to the south-east of Milton Keynes, north of Bow Brickhill and west of Woburn Sands as shown on the map within the red line boundary.

The site forms part of a wider area of land, which is allocated by Milton Keynes Council for 3,000 new homes. It is part of the council's proposed expansion of Milton Keynes in their adopted Development Plan for the area, Plan:MK.

A Supplementary Planning Document (SPD), which sets out more detailed arrangements for how the site should be developed, has recently been adopted by the council and adds further planning detail to the allocation in Plan:MK.

With the allocation in Plan:MK and the SPD now adopted, we are looking to bring forward a planning application for this significant early phase of the overall development.

The Site


The scale and nature of the wider South East Milton Keynes allocation, and the range of land ownership, means that the SEMK scheme will be delivered in phases.

The scale and nature of the wider South East Milton Keynes allocation, and the range of land ownership, means that the SEMK scheme will be delivered in phases.

The respective landowners will bring forward a series of planning applications, guided by the adopted planning principles in the council's Plan:MK and SPD.

For this development phase, the applicant proposes delivering around 1,700 homes, with a new local centre with shops and other facilities.

In addition, new primary and secondary schools, with large areas of new public open space and landscaped green space, are proposed.

Our Vision


Our vision is to create a high-quality design-focused sustainable phase of the wider SEMK allocation, which will deliver a significant proportion of the proposed new housing.

It will create early and key infrastructure, including a new local centre, schools and highway access arrangements.

It will positively embrace the requirements of Plan:MK and the SPD policy for the site. Creating a distinct expansion of Milton Keynes, separate from the existing villages of Bow Brickhill and Woburn Sands.

The development will be enhanced by green spaces and a varied range of new homes embracing sustainable principles.

As a phase of the broader development, the scheme coordinates and facilitates the future delivery of other phases of SEMK to ensure the development is being delivered to the council's masterplan.

Sustainable Travel


The application is supported by a comprehensive Transport Assessment that reviews the traffic and travel implications of the proposals.

The application is supported by a comprehensive Transport Assessment that reviews the traffic and travel implications of the proposals.

This will ensure that opportunities for travel by public transport, walking and cycling around the development are maximised, and traffic is managed. Connections will be made to existing networks that cater for sustainable travel through the wider area.

The development will also provide a new local centre and schools to meet the daily needs of residents internally and embrace emerging transport technologies such as electric vehicles.

The proposed masterplan looks to keep all Public Rights of Way (PRoW) and Bridleways on the existing site. These will be enhanced by connecting to new redways, footpaths and leisure routes throughout the development to create a walkable neighbourhood.

Highway Improvements


A comprehensive transport model has been prepared for the development to gauge future traffic flows in the area.

A comprehensive transport model has been prepared for the development to gauge future traffic flows in the area.

Alongside planning applications from other landowners this development will support the delivery of a Bow Brickhill Relief Road to provide access to the west of the site from a new signalised junction on Brickhill Street.

To the east of the site, the Bow Brickhill Relief Road will connect from a new roundabout on Woburn Sands Road. There will also be a spine road serving the rest of the eastern part of the development to another new roundabout on Bow Brickhill Road.

The main highways will be supported by a parallel redway and will be designed to accommodate buses to encourage sustainable means of transport as shown in the Sustainable Travel section.

Considered Design


The development looks to keep existing landscape features and ecology interests where possible.

It will also create an extensive network of new green spaces, public parks and other landscaped spaces such as sustainable drainage features.

Our proposals have been informed by detailed surveys of existing hedgerows, trees and ecology interests in the site. The future planning application will be supported by a landscape assessment, Environmental Impact Assessments (EIA) and an Environmental Statement (ES).

Our approach ensures that the proposed development will address all of the relevant planning matters below:

  • Land Use,
  • Soils and Ground Conditions,
  • Water Resources including Flood Risk and Drainage,
  • Air Quality,
  • Noise,
  • Traffic and transport, and
  • Socio-economic factors.

We will consider your views and update our plans after this consultation before making an outline planning application. That outline application will look at the development in principle, defining the site's general layout, scale, and access.

The final detailed layout of the development, the designs of the new homes and other buildings within the outline application will then be subject to future submissions to the council. This process is known as reserved matters applications.
