Hurstwood Public Consultation

Welcome to the consultation for a new proposed residential development on land off Hurst Lane. This development proposal is located to the west of Doncaster Sheffield Airport and has been named Hurstwood.

This interactive website will guide you through the vision for the area’s transformation. At the end, we will ask you to complete a short survey.


We are still refining the plans for this new neighbourhood. The thoughts of local residents and businesses will help shape our proposals. Your feedback may help shape the scheme and accompany any planning applications we make in the future. Your views really do matter to us.

South Yorkshire Airport City


The Hurstwood site is located to the west of Doncaster Sheffield Airport. The airport closed in 2022 and Peel have signed an agreement with City of Doncaster Council for the Council to lease the airport site. This lease agreement has enabled the Council to seek a new operator for the airport. This will allow it to reopen in the future.

The Doncaster Local Plan 2015 - 2035 identified an Airport Policy Area. The Council has named the overall area as South Yorkshire Airport City. The area is also known as GatewayEast. This includes the airport itself, together with substantial other land holdings.

These other areas are located between the airport and Hurst Lane to the west, and the A638 Great North Road and High Common Lane to the south. These areas are allocated for development for a mix of employment space and the Hurstwood residential development. This employment space is known as Innovation Quarter. It is located off High Common Lane and was granted outline approval by Doncaster Council in 2020.

There is also an allocation for a new centre known as Central Plaza. This is located off Great Yorkshire Way, opposite Broad Lane. This will include retail, food and drink uses, community uses and office space. It will include some new homes and will support the wider Airport City and Hurstwood developments.

These development proposals around the airport were the subject of extensive consultation in Spring 2018. This was as part of an updated airport masterplan produced at that time. This was followed by further extensive consultation as part of the Council's Local Plan process, before adoption in September 2021.

This development of the wider South Yorkshire Airport City area will help support activity at the airport once it reopens. It will form part of a wider area attracting a range of investment to create a growth zone around the airport. The Hurstwood site is one of the supporting residential sites. It is allocated in the Local Plan for up to 1,200 new homes between now and 2035, with supporting infrastructure.

Planning Process


The initial proposal for a residential allocation at Hurstwood was set out in 2018 in the Doncaster Sheffield Airport Masterplan. This was then incorporated into the Doncaster Local Plan 2015 - 2035. The size of the site means that between 1400 and 1800 homes (depending on density) could fit within the Hurstwood boundary. The Local Plan envisages that around 1,200 of those homes could be built on the site between now and 2035.

The Local Plan policy limits how and when these houses can be delivered. Once the first 280 homes are built, it states no more can be delivered until additional jobs have been created within the Airport Policy Area.

We intend to submit two planning applications. The first application will mirror the Local Plan Policy and include 1,200 homes.

The second application will provide an alternative proposition. This will include more opportunities for a wider range of housing tenures, which may include build to rent housing, later living homes (retirement and elderly living/care homes) and affordable homes. We would like your views on what types of homes this application should seek permission for.

This second application would differ from the Local Plan Policy. It will propose that new homes should be delivered at the same time as, or slightly ahead of, new jobs. This will mean more housing is available at the time people are taking new jobs at South Yorkshire Airport City.

The Vision

Our Vision for Hurstwood is to provide a contemporary, attractive high-quality residential neighbourhood. Depending on densities, the site could accommodate somewhere between 1400 and 1800 homes. The development will provide a mix of modern housing types and tenure to cater for local needs. This could include affordable rented properties, homes for private rent and homes for later living.

The development will retain the existing woodlands and hedgerows within the site. Public open spaces will link into and through the existing woodland areas on site. Across the development, a series of retained and new green spaces will give residents outdoor spaces to enjoy. The development will cater for modern lifestyles and sustainable living.

The development will protect the existing wooded areas and as much of the hedgerows as possible. Loss of hedgerows will only happen where there is a need to create roads to connect development areas either side of a hedgerow. This will make the development attractive for new residents while preserving much of the habitats and wildlife.

A series of distinct character areas will provide a strong sense of identity. These will give a feel of the development having grown organically over time.

Across all phases, there will be an emphasis on high quality public space. This will take the form of extensive footpath and cycle networks and attractively designed green spaces. An Active Travel Corridor will provide sustainable movement from north to south. This central spine will connect Hurstwood to the rest of the South Yorkshire Airport City area.

The Vision will deliver additional community facilities. These will be for both new families moving to Hurstwood and for residents in the local communities to enjoy.

Connectivity

The Hurstwood site already benefits from excellent road links to Doncaster and the surrounding towns and villages. Nearby employment opportunities have expanded over recent years, around the wider Airport City Area.

Pedestrians will be a priority at Hurstwood, which will be designed to slow down vehicles. This will help create a safe and accessible neighbourhood. It will benefit from improved connections for walking, cycling, and public transport to the surrounding area.

Vehicle access will be established initially from Hurst Lane, towards the roundabout with Great Yorkshire Way. As the development proceeds further, additional access points will be established further south.

Walking and cycling will be encouraged within and to/from the site, through the Active Travel Corridor. A network of retained existing farm tracks will supplement this, creating footpaths/cycleways and multiple access points. These will connect Hurstwood to nearby streets and future development areas, reducing the need to travel by car.

Landscape and Sustainability

The site has large areas of high-quality woodland and pockets of smaller, lower quality trees. Existing ponds, ditches and hedgerows are also present. The agricultural land is of grade 3 quality. This is land that has moderate limitations on what, or how much, can be grown on it.

The development will look to retain existing areas of woodland and hedgerow features. It will enhance and sustainably manage green spaces to support ecology and wildlife habitats. Open spaces will be created that will include spaces for formal and informal play. We want your views on how these open spaces should be laid out. We want to hear what types of recreation you think should be encouraged across these spaces. The creation of these spaces will help build a community and contribute towards an increased sense of belonging.

These open spaces will be linked by green corridors that will help encourage residents to be active. These corridors will create attractive and safe spaces to walk, run and cycle. They will also allow wildlife to move around the site. These corridors will provide an alternative to streets and roads which can be dangerous to wildlife.

Rainwater attenuation ponds will be positioned throughout the site to prevent flooding. These ponds will provide areas for water run-off. This means the rainwater will be held in the proposed ponds, and will then be released into the wider drainage network in a managed way. The attenuation ponds will help create new habitats, making the area attractive for wildlife and residents.
